Commissioners form Juvenile Justice Board

LUSK – First order of business after the Pledge of Allegiance was passing and signing Resolution 22-14 purchasing the property on main street from Abraxas. This will enable the county to start utilizing the building and updating the water runoff on the north side.

Fred Thomas with Road and Bridge informed the commissioners that it is still too powdery to blade most roads so they have been moving fence lines and auto gates. Thomas is looking into the back stock of gravel for the winter and said that prices will be higher this winter with the gas increase. The gravel for the Cheyenne River road will probably be acquired in Newcastle to save mileage but will be higher in cost. Oftedal has been using some of the county gravel but so far has replaced what they use. 

Pat Wade has contacted Gene L. Robinson to inspect the old jail to determine if it should be saved or demolished. This will cost $3,500.

The commissioners will be publishing an advertisement looking for a new snow removal hire. This will include the Carnegie Library, courthouse and jail facility from November 2022 through May 2023.

The motion carried to allow for a 24 hour catering permit to sell alcoholic beverages at the Son of a Gun Banquet to the 3 Sisters. The banquet is to be held on November 5, 2022.

There will be a public hearing on October 15, 2022 at 10 a.m. for a change of Zoning Application for the Ruffing Revocable Trust.

The minutes for the September 6, 2022 were approved and signed.

The discussion was held on juvenile recidivism, and what the county could do to actively address the problem. The first step is to establish a Juvenile Justice Board, which was moved and approved. Next would be the applying and acquiring grants to start the program with Goshen and Niobrara counties working together. The long term goal would be fewer juveniles in the court system. This program will be funded similarly to the Emergency Rental Assistance Program (ERAP) that is currently staffed by Dee Nasland.

A Memorandum of Understanding between the police department and the sheriff’s department was approved. This will allow both departments to be actively involved with the Juvenile Justice Board.

Commissioners approved an amendment of the agreement between Homeland Security and Niobrara County to allow for the purchase of a new generator for the courthouse.
