NCD awarded funding for watershed study

In August of 2016, the NCD applied (along with the Lingle-Fort Laramie and North Platte Valley Conservation Districts), to the Wyoming Water Development Commission (WWDC), for funding of the Level I Watershed Study of the Niobrara-Lower N. Platte Watershed.  Funding was granted in March 2017.  The purpose of this study is to describe the Niobrara – Lower N. Platte Watershed in its current condition and to suggest resolutions for any water related issues and water development opportunities that are identified.  The study includes an extensive inventory and description of the watershed with scientific information on geology, hydrology, soils, climate, plant communities, wildlife habitat, infrastructure, and the geomorphic characteristics of the stream system.  The study also evaluates surface and groundwater availability, the potential for development of upland livestock and wildlife water resources, as well as development and enhancement of irrigation systems and water storage. Completion of this watershed study will give a clearer understanding of resource conditions within the watershed.  The final report will include discussions of resource interests, concerns, water development opportunities and resolutions.  Completion of the study enables landowners to apply for WWDC cost share funds for a variety of projects that would address the resources of the watershed.  Project types that are eligible for WWDC cost share are:

> Source Water Development

> Pipelines, Conveyance Facilities, Solar Platforms and Windmills

> Water Storage

> Irrigation

> Environmental (such as streambank restoration)

This watershed study will include project meetings with landowner participation.  The first meeting will be a Scoping Meeting for landowners, stakeholders and the project team.  There will be an introduction of the project team with discussion of the study timeline, project goals and benefits.  This meeting will be used to open dialogue with landowners as to their resource interests, concerns and project opportunities within the watershed.  Future Open House meetings will be held to update landowners on the project progress and give landowners an opportunity to discuss potential projects and concerns with project team members. 

The NCD/WWDC has completed the consultant selection phase and anticipates a Notice to Proceed, from WWDC, around the middle of June.  We then expect a Scoping Meeting in early July to begin the process.  Please be watching for more information as we get closer to this time.  If you have any questions about this project, please contact the Niobrara Conservation District @ 334-9957.
