MINUTES OF SPECIAL COUNCIL MEETING
TOWN OF LUSK
JUNE 14, 2019, 1: 00 P.M.
The Town Council of the Town of Lusk met in the Council Chambers of Town Hall on June 14, 2019 at 1:00 p.m. The purpose of the meeting was to hold the third reading on amendment to Ordinance No. 12-25-120. In addition, Resolution No. 19-6 and the purchase of golf course new equipment. Executive session was also on the agenda.
Present were Mayor Doug Lytle, Council Members Becky Blackburn and Dean Nelson. Also present were Town Attorney Dennis Meier, Director of Public Works Todd Skrukrud, and Deputy Clerk/Treasurer Cassandra Matney, Chief Bo Krein.
Mayor Lytle called the meeting to order.
COUNCIL MEMBER BLACKBURN MOVED, SECOND BY COUNCIL MEMBER NELSON, to approve the agenda.

COUNCIL MEMBER NELSON MOVED, SECOND BY COUNCIL MEMBER BLACKBURN, to approve the bills.
AMENDMENT TO ORDINANCE NO. 12-25-120, THIRD READING.
COUNCIL MEMBER BLACKBURN MOVED, SECOND BY COUNCIL MEMBER NELSON, to approve the Amendment on its third reading. MOTION CARRIED.
Hannah Swanbom was in attendance and requested a special fee for the transient merchant permit the Farmers Market in Washington Park. She explained that from her own experiences, she has been to places that charge as little as $5.00 a day and as much as $20.00 for the entire year. Ms. Swanbom also explained that there is an interest from vendors in the Market, but due to the late timing of the Markets structuring, there will not be markets this year. Dennis Meier suggested checking into Title 33 as well. For this reason, the special permit was tabled.
RESOLUTION NO. 19-6,
COUNCIL MEMBER BLACKBURN MOVED, SECOND BY COUNCIL MEMBER NELSON, to approve the Amendment. MOTION CARRIED.
JOHN DEERE NEW EQUIPMENT—Mayor Lytle explained the payment breakdown on the papers for the equipment the golf course is requesting. There are four in total. Sean Duffy, Golf Course Superintendent, explained the need for the equipment. Current equipment is outdated and parts to fix them are becoming harder to find. Mayor Lytle talked about purchasing outright versus leasing to save the Town money in interest.
COUNCIL MEMBER BLACKBURN MOTIONED TO PURCHASE THE EQUIPMENT OUTRIGHT, SECOND BY NELSON. MOTION CARRIED.
MOTION BY BLACKBURN TO ENTER INTO EXECUTIVE SESSION, SECOND BY NELSON AT 1:22PM. MOTION CARRIED.
COUNCIL RE-ADJOURNED TO REGULAR MEETING AT 1:46PM
Chief Krein informed the Council that Tyler Stream has accepted the SRO position with an anticipated start date of July 15, 2019. Todd Skrukrud informed the Council that Shawn Leimser is done with the building at the golf course and we are in the 41 days of advertising.
The next regular scheduled Council Meeting is July 2, 2019.
MOTION BY NELSON TO ADJOURN THE MEETING; SECOND BY BLACKBURN AT 1:50PM. MOTION CARRIED.
