PETITION OF DE-ANNEXATION
We the undersigned, being a majority of the landowners of real estate in the territory herein after described, hereby petition for de-annexation of the described territory of the Town of Van Tassell, Niobrara County, Wyoming, in the matter provided for by Section 15-1-421.
Petitioners have attached hereto and make a part of this petition, an accurate map or plat of the territory sought to be de-annexed. Exhibit “B”.
Marcia A. Bruegger, Chairperson is hereby appointed agent of the undersigned as required by Wyoming Code, with full power to authority hereby granted to said agent to alter, change, correct, withdraw, re-file, substitute, compromise, to increase or delete or other things or actions for granting of this petition shall be made in the petition or plat by said agent without further expressed consent of the petitioners.

PETITIONERS STATE THE FOLLOWING IN SUPPORT OF THIS PETITION:
• The lands proposed in the petition for de-annexation, are already zoned agriculture. These lands have been used for agriculture for over the approximated time of 50 years, with no restrictions placed on the land usage.
• The Town of Van Tassell provides no services to said lands. Landowners provide their own amenities such as: electricity, water, sewage, garbage removal and snow removal.
• The proposed lands are taxed through Niobrara County taxation schedule. No taxes are paid to the Town of Van Tassell. Van Tassell procures their monies through the State of Wyoming.
• The Town of Van Tassell is provided coverage under Niobrara County’s State and Federal Disaster plan. Niobrara County provides law enforcement, fire protection services and emergency medical services to all residents of the Town of Van Tassell.
The Van Tassell Town Council has no regard to the wishes and beliefs of the agricultural property owners. The council has shown no interest on the agricultural lands and the day to day activities until a couple purchased some of the land for a horse training and farrier business.
A master plan was voted in against the wishes of the residents and landowners. There was complete unwillingness to compromise on the contents of said master plan by the Van Tassell Town Council.
We the petitioners have had enough of the town being divided. We no longer feel cohesiveness within our small community and feel the council has created a hostile environment. We hope we shall be granted the ability to pursue life, liberty and happiness through the de-annexation process.
