Sealed bids will be received until 11:00 AM (Mountain Time), April 22nd, 2020 and then publicly opened and read at the Lusk Town Hall Building, 201 E. 3rd Street, Lusk, Wyoming for furnishing all labor, materials and equipment and performing all work necessary to:
New Box Hangar/Terminal Building

The Owner will conduct a pre-bid conference for this project at 1:00 PM (Mountain Time), April 14th, 2020, at the Lusk Municipal Airport, Lusk, Wyoming.
A complete set of bid documents may be obtained from the office of M.C. Schaff & Associates, for the following fee schedule, no part of which will be refunded;
Electronic (PDF) Plans and Specifications $25.00 Hard Copy Specifications $50.00
Hard Copy Plans (Half Size 11” x 17”) $25.00
Hard Copy Plans (Full Size 22” x 34”) $150.00
Each proposal must be accompanied by a bid guaranty in the amount of five (5) percent of the total amount of the bid. The bid guaranty may be by certified check or bid bond made payable to the Town of Lusk, WY.
Bids may be held by the Town of Lusk, WY for a period not to exceed 90 Calendar Days from the date of the bid opening for the purpose of evaluating bids prior to award of contract.
The right is reserved, as the Town of Lusk, WY may require, to reject any and all bids and to waive any informality in the bids received.
This project is subject to the requirements of the Davis-Bacon Act, as amended. The Contractor is required to comply with wage and labor provisions and to pay minimum wages in accordance with the schedule of wage rates established by the United States Department of Labor.
The Town of Lusk, WY, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
Notice of Non-segregated Facilities Requirement: Notice to Prospective Federally Assisted Construction Contractors
A Certification of Non-segregated Facilities shall be submitted prior to the award of a federally- assisted construction contract exceeding $10,000 which is not exempt from the provisions of the Equal Opportunity Clause.
Contractors receiving federally-assisted construction contract awards exceeding $10,000 which are not exempt from the provisions of the Equal Opportunity Clause will be required to provide for the forwarding of the following notice to prospective subcontractors for supplies and construction contracts where the subcontracts exceed $10,000 and are not exempt from the provisions of the Equal Opportunity Clause.
The penalty for making false statements in offers is prescribed in 18 U.S.C. § 1001.
Notice to Prospective Subcontractors of Requirements for Certification of Non-Segregated Facilities:

The federally-assisted construction contractor certifies that she or he does not maintain or provide, for his employees, any segregated facilities at any of his establishments and that she or he does not permit his employees to perform their services at any location, under his control, where segregated
This project is subject to the requirements of 49 CFR Part 26 Disadvantaged Business Enterprise Participation. The owner has established a contract goal of 2.07 percent participation for small business concerns owned and controlled by qualified disadvantaged business enterprises (DBE). The bidder shall make and document good faith efforts, as defined in Appendix A of 49 CFR Part 26, to meet the established goal.
