Voter Registration closes for General Election……………………………………………………… October 19, 2020
(You may register to vote at the Courthouse during the 14-day period prior to the election, provided you cast your absentee ballot immediately after registering to vote.)
    Voters may register and vote at their polling places on Election Day.  A photo ID is required.
    ABSENTEE VOTING- Absentee ballots will be available from September 18 - November 2, 2020.  A qualified elector may apply for an absentee ballot at any time by applying either in person, in writing, or by phone, provided they are registered to vote.   If a qualified elector is unable to be at the polls, they may vote absentee.   If the ballot is not picked up by the elector, the address to which the absentee ballot is to be mailed is required or the name of the individual the elector designates in writing to deliver the ballot to the elector is required.  Ballots must be returned to the clerk’s office by 7:00 p.m. on November 3, 2020, to be counted.  Absentee ballots will not be available on Election Day.

BALLOT PROPOSITIONS TO BE VOTED ON AT THE GENERAL ELECTION
CONSTITUTIONAL AMENDMENT A:
Following is the ballot language of Constitutional Amendment A as it will appear on the 2020 General Election ballot:
This amendment will remove the constitutionally specified limit on the amount of debt a municipality can create for sewer projects and would allow the legislature to prescribe by law the debt limit for municipal sewer projects.

BALLOT PROPOSITION NO. 1:
Shall Niobrara County, State of Wyoming (the “County”), be authorized to adopt and cause to be imposed a one percent (1%) specific purpose sales and use excise tax (the “Tax”) within the County for the purpose of raising and collecting the total amount of $21,650,000, the proceeds from which and the interest earned thereon to be used and applied for the following specific projects (the “Projects”), and to the extent necessary and allowed by law, the pledge to or payment of debt service and/or lease payments thereon:
1. Town of Lusk Project
$18,000,000 to be collected, together with interest earned thereon, to be used by the Town of Lusk for the Town’s replacement of its water distribution main, replacement of the sewer collection main, replacement of  water and sewer service lines from the main lines to the edge of the street right of ways, replacement of curbs, gutters, sidewalks, the installation of ADA compatible ramps, and installation of equipment and materials to support improved fiber connectivity for the Town, and for one (1) time major maintenance, renovation and reconstruction of the entire length of the following streets:
    1st Street, 2nd Street, 3rd Street, 4th Street, 5th Street, 6th Street, 7th Street, 8th Street, 9th Street, 10th
    Street,     11th Street, Diamond, Linn, Elm, Maple, Ballencee Avenue, Midwest Place, Lincoln Way,
    Park Street, Griffith, Radium, Hill, Jewell, Pearl, Pershing, Daley, Onyx, Oil, Iron, Copper,
    Barrett Boulevard, Pine, Oak, Poplar, Park Avenue, Overland Way, Warren Avenue
2. Town of Manville Project
$2,500,000 to be collected together with interest earned thereon to be used by the Town of Manville for the planning, design, and construction of upgrades to the Town’s water system and sanitary sewer system, and for one (1) time major maintenance, renovation and reconstruction of the entire length of the following streets:
    1st Avenue, 2nd Avenue, 3rd Avenue, 4th Avenue, 5th Avenue, 6th Avenue, 7th Avenue, 8th Avenue,
    9th Avenue, 10th Avenue, 1st Street, 2nd Street, 3rd Street, 4th Street, 5th Street, 6th Street, 7th Street,
    8th Street, 9th Street
       3. Town of Van Tassell Project
    $1,150,000 to be collected, together with interest earned thereon to be used by the Town of Van     Tassell for the specified purposes and in the specified amounts set forth below:
$150,000 to purchase a Fire Truck; and
$1,000,000 for one (1) time major maintenance, renovation and reconstruction of the entire length of the following streets:
    North and South Van Tassell Road, Pine Street, Oak Street, Main Street, Ash Street, 2nd Street,       3rd Street

    If a voter requires assistance to vote at the polls by reason of blindness, disability, or inability to read or write, he may be given assistance by a person of his choice.  If there are any additional questions regarding the accessibility of a polling place or use of ADA equipment to mark your ballot, please contact the County Clerk.
    CAMPAIGN REPORTING REQUIREMENTS- Each Candidate and Candidate’s Committee, except precinct committee people, whether successful or not, shall file a fully itemized Statement of Contributions and Expenditures Report seven (7) days before the General Election- October 27, 2020 for the General Election.  
    The candidate/committee shall file any amendments to a filed report within ten (10) days after a primary, general or special election. WS 22-25-106(b)(i);(a)(i).    
    A person found guilty of violating Wyoming campaign finance statutes is subject to criminal charges. Failure to file a required report could result in a two hundred dollar ($200.00) civil penalty. WS 22-25-108(f).
