Lusk Phase 1 Street and Utility Improvement Project For Partial Utility Materials

TOWN OF LUSK INVITATION TO BID LUSK PHASE 1 STREET AND UTILITY IMPROVEMENTS PROJECT FOR PARTIAL UTILITY MATERIALS ONLY.  Separate sealed bids for materials and delivery of the above project will be received by Town of Lusk, at Town Hall, 201 East 3rd Street, Lusk, WY 82225 until 2:00 pm local time on March 30th, 2021, and then publicly opened and read aloud. The project generally consists of providing water and sewer materials only for line replacements, including water main pipe, valves, FH’s, fittings and services lines; sewer main pipe, manholes and services in a portion of the phase 1 project limits. Delivery of materials shall be by May 15th, 2021 and coordinated with a project Phase 1 contractor yet to be determined for stagging and unloading.

The Contract Documents consisting of the Project Manual and Manhole Details may be viewed as electronic documents online at, QCD# 7620207. Disadvantaged Business Enterprises (DBE)
Qualified Disadvantaged Business Enterprises (DBEs) are encouraged to submit bids on this project. Bidders that use a subcontractor(s)/supplier(s) are required to make a good faith effort at soliciting DBE subcontractor/supplier participation. Bidders shall submit the required DBE Good Faith Effort Documentation form and other related forms with their bids.
Wyoming Preference
Pursuant to W.S. 16-6-106, “preference is hereby given to materials, supplies, agricultural products, equipment, machinery and provisions produced, manufactured or grown in Wyoming, or supplied by a resident of the state, quality being equal to articles offered by the competitors outside of the state”.
American Iron and Steel
Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All iron and steel products used in this project must be produced in the United States. The term “iron and steel products” means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials.

It is the intent of this bid to contain 2 separate procurement contracts, one to include all pipe materials and fittings for the water and sewer utilities, and a second for the precast manholes needed for the sewer utility.

The Town of Lusk reserves the right to reject any and/or all bids and to waive any informalities if deemed in the best interest of the Town. No bid may be considered unless accompanied by a bid guarantee of 5% of the total bid amount, which shall be forfeited if the bidder is awarded the Contract and fails to enter into a Contract with the Owner. No bidder may withdraw its bid after the scheduled time of the bid opening. Bids are to remain open for 30 days after the bid opening.
