TOWN OF LUSK
SPECIAL MEETING MINUTES
May 17th 2022 6:00 p.m.
The Town of Lusk Council held a special meeting on Tuesday May 17th, 2022 at 6:00 p.m. The purpose of the meeting was to take action on the bids received for Phase IA and Phase II of the infrastructure project, appoint voting delegates for the WAM 2022 Summer Convention in Laramie June 8th through June 10th, and approve Ordinance No. 11-15-410 (b) and Ordinance No. 11-20-740 on first reading.
Present: Mayor Doug Lytle, Council Members Dean Nelson, Becky Blackburn, Chantry Filener, and Tom Dooper.
Others Present: Director of Public Works Todd Skrukrud, Clerk/Treasurer Linda Frye, Deputy Clerk/Treasurer Desirae Matthews-LeLeux, Town Attorney Dennis Meier, and AVI Engineer Bruce Perryman.
Mayor Lytle called the meeting to order at 6:00 p.m.
Bruce Perryman led everyone in the Pledge of Allegiance.
Old Business:
Bids for the Infrastructure Project were reviewed. Mayor Lytle suggested that Phase IA be denied and a change order be submitted to the funding partners for Phase I. COUNCIL MEMBER NELSON MOVED, SECOND BY COUNCIL MEMBER DOOPER, to deny the bid from Oftedal for Phase IA. Mayor Lytle stated that the bid was about $2.7 Million. Bruce Perryman stated that there was a meeting with the contractor after the bid was received and there was some reduced pricing on the sewer and water. With that information, it does appear that the Town can proceed with the underground utility work which would be about 5 blocks of water and 5 blocks of sewer and do a change order to Phase I. It would push out the finish date to about the end of September for Phase I. There is a plan that addresses the sewer line at the Ranger Building, which will be cipp-lined. Contractor phasing diagrams and plans will be made available to the public at a later date. There was further discussion on the project on Third Street. Council Member Nelson called for the question. MOTION CARRIED.
Phase II bid from Oftedal was reviewed. Phase II will be scaled back to meet the funding the Town has available. Bruce Perryman explained the breakdown on Phase II options. The maps show what will be completed on Phase II. Oftedal will give a contract with a dollar amount which will be reviewed by the Council. Details are being worked out on what streets will be finished and the timing of the project. There will be further discussions with the contractor. COUNCIL MEMBER BLACKBURN MOVED, SECOND BY COUNCIL MEMBER DOOPER, to accept bid for Phase II at the reduced scope amount within funding limits. MOTION CARRIED.
New Business:
COUNCIL MEMBER DOOPER MOVED, SECOND BY COUNCIL MEMBER BLACKBURN to approve Chantry Filener for the voting delegate for the WAM 2022 Summer Convention. Council Member Filener abstained. MOTION CARRIED.
COUNCIL MEMBER DOOPER MOVED, SECOND BY COUNCIL MEMBER NELSON, to approve Desirae Matthews-LeLeux to be the alternate voting delegate for the WAM 2022 Summer Convention. MOTION CARRIED.
Mayor Lytle read the ordinance change for sewer rates. He explained that the residential sewer rate for customers will be raised $5.00 base rate and a percentage for commercial, institutional and Niobrara Park Addition. COUNCIL MEMBER FILENER MOVED, SECOND BY COUNCIL MEMBER NELSON, to approve Ordinance No. 11-15-410, An Ordinance Amending Existing Ordinance No. 11-15-410, Which Establishes Amended Sewer Rates to Consumers Utilizing the Sewer System of the Town of Lusk. First Reading. MOTION CARRIED.
Mayor Lytle read the ordinance change for the water rates. COUNCIL MEMBER DOOPER MOVED, SECOND BY COUNCIL MEMBER NELSON, to approve Ordinance No. 11-20-740, An Ordinance Amending Existing Ordinance No. 11-20-740 to Increase the Minimum Water Usage Rates for Each Category. Mayor Lytle commented on the Ordinance changes. Mayor Lytle stated to keep the increases to a minimum the Town requested the 1% Specific Tax. The Town needs to increase rates to receive funding from USDA. MOTION CARRIED.
