NIOBRARA COUNTY COMMISSIONERS’ MEETING
NIOBRARA COUNTY, WYOMING
April 16, 2019
The  County Commissioners’ meeting was called to order on this date at 9:01 a.m. with Chairman Patrick H. Wade, Vice-Chair John Midkiff, Commissioner Elaine Griffith, and County Clerk Becky L. Freeman, present.  
Road and Bridge- Road and Bridge Foreman Fred Thomas met with the Commissioners and discussed road and bridge business.  He said the crew would be busy working on multiple roads, repairing truck traffic damage, and cleaning and installing culverts.
The group also discussed the sample road use permits from Goshen County.
Thomas Cisneros met with the Commissioners and inquired about any permitting he might need to continue collecting scrap appliances and vehicles.  The Commissioners explained that he would most likely need to apply for a change of zoning and obtain a sales tax license from the Department of Revenue and obtain any other necessary permits.     The Commissioners recommended that he not collect any more vehicles, but he could continue to collect scrap appliances.  
Kerry Steward, Prevention Manager, met with the Commissioners and updated them on the Prevention Coalition activities.   She also discussed possibly establishing a suicide response team and possible grant funding for a School Resource Officer (SRO).

County Attorney- County Attorney Anne Wasserburger met with the Commissioners and discussed county business.  She said she received a Memorandum of Understanding from Chief of Police Bo Krein for multi-jurisdictional assistance between the police department and the sheriff’s office.  It states that one entity can assist the other if necessary and the jurisdictional limits would not apply.  
She also addressed the PREA contract and said that she is waiting to hear from the PREA auditor on some questions she had surrounding the agreement.  
She said that WEBT representatives would be here May 7th at 11:00 a.m. to visit the Commissioners and Elected Officials and Department Heads about their proposal for health insurance for the County.  
Heidi Sturman, Conservation District, met with the Commissioners and the group discussed TriHydro Corporation’s request for a Use Control Area (UCA) designation for the Phillips 66 former Lance Creek Station, which was used as a crude oil gathering station.  Mrs. Sturman expressed concerns with the plan submission, and the Commissioners asked her to forward those concerns to Trihydro before the comment hearing time expires.
Emergency Management Coordinator James Santistevan visited with the Commissioners regarding a Homeland Security Grant application he submitted.  The grant applies to terroristic prevention measures/equipment, and he requested funding for a new siren, mobile, and handheld radios and a vehicle for Emergency Management.   
 Dell Atkinson, Long Term Recovery Manager, Bo Krein, Chief of Police and Mr. Santistevan met with the Commissioners to see if Mr. Atkinson could work in conjunction with Chief Krein and Mr. Santistevan to try and find any grants to assist with funding an SRO for the schools.
 Consent Agenda- Vice-Chairman Midkiff moved, and Commissioner Griffith seconded, to approve the consent agenda.  Motion carried.  Items on the consent agenda were the minutes of the April 2, 2019 meeting and Petitions of Affidavits for Rebate of Taxes for Remuda Energy Dev. LLC., from the 2015 tax rolls for a rebate of $622.00 and Jim’s Water Service, Inc. from the 2015 tax rolls for a rebate of $144.57.
24-Hour Catering Permit- Commissioner Griffith moved, and Vice-Chairman Midkiff seconded to approve a 24-Hour Catering Permit for the Silver Dollar Bar to sell alcoholic beverages at the Alumni Dance at the Niobrara County Fairgrounds on June 22, 2019.  Motion carried.   
Commissioner Griffith moved, and Vice-Chairman Midkiff seconded to approve Clerk of District Court Chrisanna Lund as a signatory agent to apply for a county credit card.  Motion carried.
Long Building Technology Preventative Maintenance Quote- The Commissioners reviewed the information provided and chose to forego the contract at this time.
There being no further business, the meeting adjourned at 3:35 p.m.
