NIOBRARA COUNTY COMMISSIONERS’ MEETING NIOBRARA COUNTY, WYOMING
August 20, 2019

The  County Commissioners’ meeting was called to order on this date at 9:00 a.m. with Chairman Patrick H. Wade, Vice-Chair John Midkiff, Commissioner Elaine Griffith, and County Clerk Becky L. Freeman, present.  
Road & Bridge- Fred Thomas, Road and Bridge Foreman, met with the Commissioners and discussed roads.  He said that a portion of Cow Creek Road had washed out.  He rented a track hoe to work on it and said they would be installing a third 60” pipe to help alleviate future washouts.  
Mr. Thomas also discussed the Cheyenne River Road Project and estimated it could cost approximately $430,000 to get the material from the Manville Pit to Cheyenne River Road.   He said this estimate did not include any dirt work or blade time.     
 He said he would be meeting later with representatives from OneOK to discuss approaches for pump stations.
He noted that Thunder Basin has Redbird Road about halfway prepped.  They will install auto gates and culverts in the next week and start hauling gravel next month.   

County Attorney- Anne Wasserburger, County Attorney, met with the Commissioners to discuss county business.  
Executive Session- Vice-Chairman Midkiff moved and Commissioner Griffith seconded to enter into Executive Session at 9:40 a.m. to discuss personnel issues.  Motion carried.
Vice-Chairman Midkiff moved and Commissioner Griffith seconded to reconvene the regular session at 1:06 p.m.  Motion carried.  There was no action taken.
Sylvestri Customization Contract-  Although the Commissioners initially elected to not renew the contract with Sylvestri Customization for website management and maintenance for the Niobrara County Prevention Coalition, they revisited the idea after discussion with Kerry Steward, the Prevention Coalition Specialist.  More information will be made available at the next meeting.
Industrial Road Program- According to action taken at the August 6, 2019 meeting, the Commissioners signed the letter to the Wyoming Department of Transportation, officially opting out of the IRP program.
National Resource Policy (NRP) Grant Application-   Commissioner Griffith moved and Vice-Chairman Midkiff seconded, to sign a letter requesting NRP grant funds to update the existing land use plan.  Motion carried.
Ratify 24-Hour Catering Permit- Vice-Chairman Midkiff moved and Commission Griffith seconded, to ratify a 24-Hour Catering Permit for Spirits to sell alcoholic beverages at the John Graham’s Coyote Days Dinner which was held August 10, 2019 at the fairgrounds.
Niobrara County Housing and Community Development Plan-  Commissioner Griffith moved and Vice-Chairman Midkiff seconded, to sign the certificate of completion for the Niobrara County Housing and Community Development Plan and de-obligate $3,085.00 of available grant funds and return them to the Community Development Division of the Wyoming Business Council.  Motion carried.   
 Fire Ban- The Commissioners received a recommendation from Niobrara County Fire Warden Duke Lashmett requesting the Commissioners declare a fire ban in the unincorporated areas of Niobrara County.
Resolution 19-12- Vice-Chairman Midkiff moved and Commissioner Griffith seconded to approve Resolution 19-12, a resolution designating a partial fire ban in the unincorporated areas of Niobrara County effective August 20, 2019 through October 15, 2019, or until it may be amended or rescinded by the Board of County Commissioners.  Motion carried.  
Chairman Wade briefly updated the group on broadband and the need for a joint powers board between Goshen, Niobrara, and Platte Counties.
There being no further business, the meeting adjourned.
