PUBLIC NOTICE

A public hearing is set to commence on Thursday, August 27, 2020, at 9:00 a.m., in the Commission’s hearing room located at 2515 Warren Avenue, Suite 300, in Cheyenne, Wyoming. The hearing will be preceded by an exhibit and final procedural conference, commencing at 8:30 am.

Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given that a public hearing has been scheduled regarding the Commission’s directive that on or before October 1, 2020, it would schedule a hearing where it will take public comment and testimony to determine compliance with the Stipulations resulting from the investigations of the quality and reliability of telecommunications service provided by Qwest Corporation now d/b/a CenturyLink QC (CenturyLink QC or the Company) for a determination that residential and business telecommunications services provided throughout Zone 2 and Zone 3 service areas are subject to effective competition and therefore exempt from any regulation by the Commission pursuant to Wyo. Stat. § 37-15-202.

As a result of public deliberations held on December 12, 2018, the Commission issued its Findings of Fact, Conclusions of Law, and Order (Final Order) on February 28, 2019. In its Final Order, the Commission determined that as a result of the Amended Stipulation and the Independents Stipulation (collectively the Stipulations), The Commission’s Final Order stated that on or before October 1, 2020, the Commission would schedule a hearing where it will take public comment and testimony to determine compliance with the Stipulations and, in considering the public interest, whether it should institute a contested case proceeding pursuant to Wyo. Stat. § 37-15-202(b).

All interested persons are encouraged to attend the public hearing which will be conducted in accordance with the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission Rules, and subject to any applicable national, state or local public health related orders or directives. All interested persons may appear and be heard, in person, or via telephone conference, or through counsel appearing in person or via telephone conference, as provided by Commission Rules.
