NOTICE OF PUBLIC MEETING
The Town of Manville, Manville, Wyoming, will conduct a public meeting at 6:00 PM, local time, on April 5, 2022, at Manville Town Hall, 651 S. 5th Street, Manville, Wyoming. The purpose of the meeting is to allow citizens to review and comment on the Manville Waterlines and Manville Sewer Replacement projects.
This project includes replacing the entirety of the Town of Manville’s water distribution and wastewater collection lines and analyzing the current water treatment system to recommend necessary modifications.
The water distribution system and wastewater collection systems, constructed between 1913 and 1920, are over 100 years old. The cast iron pipes used for water distribution are degrading, leading to breaks, infiltration, and reduced water quality. The wastewater system, composed of vitrified clay pipe, has also exceeded its design life, resulting in frequent breaks, and excessive maintenance.
At the meeting, the Town of Manville will present the preliminary design of the proposed project and will discuss the estimated cost of improvements and the plan for funding the improvements. Based on current cost estimates, the Town of Manville plans to borrow $9,456,300 from the Wyoming Drinking and Clean Water State Revolving Funds administered by the Wyoming Office of State Lands and Investments. Current user fees and designated funds from the 1% specific purpose excise tax imposed within Niobrara County will be used to pay back the loan. Said loan terms will be 2.5% interest rate for 30 years.
