The  County Commissioners’ meeting was called to order on June 15, 2021, at 9:03 a.m. with Chairman Patrick H. Wade, Vice-Chairman John Midkiff, Commissioner Elaine Griffith, and County Clerk Becky L. Freeman present.    
Chairman Wade led in the Pledge of Allegiance
Road and Bridge- Foreman Fred Thomas met with the Commissioners and updated them on road and bridge business.   
He said that they would be working on graveling the County owned portion of Gravel Pit Road and that the 2020 Winter Road Rehabilitation project had been completed.   
The group went on to review his budget request.  
Clerk of Court Chrisanna Lund met with the Commissioners to review her budget request.
There were no updates on items under old business.  The group did discuss the repairs needed to an east portion of the fairgrounds auditorium roof and gutters and other kitchen equipment repairs/replacements.  
The Commissioners contacted Kim Rightmer with the Wyoming Business Council to inquire about any grants or other kinds of funds that might be available to assist in paying for the repairs to the fairgrounds.  Ms. Rightmer wasn’t aware of any at the time of the call, but said she would see what she could find.  She also said that she would contact DEQ to ask them to conduct an inspection to look for black mold, and that FEMA funds might be available since the auditorium is used as an emergency shelter and Emergency Operations Center.

County Attorney- Attorney Anne Wasserburger met with the Commissioners and discussed county business.  The group also discussed her budget request.
Library Board Reappointments- Based upon the recommendation of the Library Board, Vice-Chairman Midkiff moved to appoint Kathy Coon and Ingrida Heil to serve on the library board with both terms ending June 30, 2024.  Commissioner Griffith seconded, motion carried.  These positions were filled due to two current board members’ terms expiring on June 30, 2021.
Transfer of Fairgrounds, Library, Courthouse (FLC) Operations and Maintenance (O & M) Funds- Commissioner Griffith moved to sign a letter authorizing the County Treasurer to transfer $32,021.00 from the FLC O & M account to the general county fund account for the county’s required match for the Wyoming Business Council and Wyoming Energy Authority grants, which funded upgrades for the fairgrounds auditorium renovations.  Vice-Chairman Midkiff seconded, motion carried.
Consent Agenda- Vice-Chairman Midkiff moved to approve the consent agenda.  Commissioner Griffith seconded, motion carried.  Items on the consent agenda were the minutes of the June 1, 2021 meeting and a notice of valuation change on Kaiser-Francis Oil Company from the 2018 tax year, resulting in tax roll supplement for Niobrara County in the amount of $1,244.35.
There being no further business, the meeting adjourned.
