NIOBRARA COUNTY COMMISSIONERS’ MEETING
NIOBRARA COUNTY, WYOMING
December 4, 2018
The  County Commissioners’ meeting was called to order on this date at 9:00 a.m. with Chairman Richard A. Ladwig, Commissioners Patrick H. Wade, John Midkiff and County Clerk Becky L. Freeman, present.  Commissioner elect Elaine Griffith was also present.
Road and Bridge- Fred Thomas, Road and Bridge Foreman, met with the Commissioners and discussed road and bridge business.   
Keith Cashman with Wyoming Machinery joined the meeting and the group discussed the purchase of a new Caterpillar 140K blade.  
Wyoming Machinery would give us $50,000 for our 1995 blade and we would then owe $181,155.08 for the purchase of the new blade.  The hours on the County’s other machines were presented and there are three that are at or over 10,000 hrs.  The idea behind purchasing a new blade now, is due to the governmental price and so we don’t have to replace the fleet all at once.  
Based on this information, Mr. Wade moved to approve the trade of the 1995 Caterpillar 140G for $50,000.00 and purchase the Caterpillar 140K for $181,155.08 from Wyoming Machinery.  Mr. Midkiff seconded, motion carried.
    The group went on to discuss pits and vehicle damage resulting from a collision with a deer.
2018 Road Rehabilitation Bid Openings- Brian Wakefield, engineer with BenchMark of Torrington, was present to open the bids for the above road project.
There were representatives from Andreen and Hunt Construction, Timberline Services, Inc., Hout Fencing of Wyoming, Roetman Enterprises and Rocky Mountain Sand and Gravel.  The bids were opened and were as follows: Roetman Enterprises - $214,952.00, Andreen and Hunt Construction- $187,700.00, Rocky Mountain Sand and Gravel - $153,197.50, Hout Fencing of Wyoming - $117,918.70 and  Timberline Services, Inc.- $104,807.50.  Mr. Wakefield noted the apparent low bidder was Timberline Services, Inc.          
Elected Officials & Dept. Heads- Dell Atkinson, Long Term Recovery Manager, James Santistevan, Emergency Management Coordinator, Keri Thompson, Treasurer, Kellie Chichester, University Extension Educator/4-H/Youth Development, Teri Stephens, Assessor and Becky Freeman, Clerk, met with the Commissioners and discussed office operations and county business.
Mr. Santistevan discussed the Emergency Operations Plan.  He also mentioned that he had met with the fairgrounds maintenance staff and extension office personnel and discussed the importance of starting up and shutting down the backup generator out there.
Ms. Chichester said the extension office had received two applications for the administrative assistant position which will become vacant once Chrisanna Lund takes office as the Clerk of District Court.  
Mrs. Thompson said her office was busy with the usual business and didn’t have anything new to report.    
Mr. Atkinson handed out information related to housing studies and economic development.
Mrs. Stephens said her office is busy uploading information and that the new computers (provided by the State Department of Revenue) are being installed.    
Ms. Freeman discussed the digitization of records occurring in her office.   
The Commissioners discussed the purchase of the new blade and noted that they had let the bid for the 2018 Road Rehabilitation project.
Mr. Wade said Vickie Scott had contacted him on behalf of the Alumni Association Board about possibly assisting the County with the purchase of an air conditioner at the fairgrounds.  She told Mr. Wade that the board had some money set aside for this purpose.  
The Commissioners discussed a letter they received from the Wyoming Department of Audit notifying them that the Niobrara County Hospital District had not met the reporting requirements of the Department of Audit.  The Commissioners contacted board member Mark Groh about the matter and he said he would look into it.  
County Attorney- Anne Wasserburger, County Attorney, met with the Commissioners and discussed upcoming criminal cases.     
2018 Road Rehabilitation Project cont.- Mr. Wakefield reported back to the Commissioners that all the bid paperwork was in order and there was no reason not to proceed with Timberline Services, Inc.
Mr. Midkiff moved to award the contract for the 2018 Road Rehabilitation Project to Timberline Services, Inc. with a base bid of $104,807.50.  Mr. Wade seconded, motion carried.  
Kellie Chichester came back to the meeting to discuss the starting wage for the new employee.  The proposed hire has previous extension and 4-H experience and Ms. Chichester said she would like to hire this person at the current administrative assistant’s wage.  The Commissioners felt that the wage should be less than presented but higher than hiring wage as a result of this prior experience.
Executive Session- Mr. Wade moved to enter into Executive Session at 1:40 p.m. with Ms. Chichester to discuss personnel matters.   
Mr. Wade moved to reconvene the regular session at 1:50 a.m.  Mr. Midkiff seconded, motion carried.  No action was taken.

RESOLUTION 18-17
A RESOLUTION ADOPTING THE NIOBRARA COUNTY EMERGENCY OPERATIONS PLAN
    WHEREAS, W.S.19-13-108 requires each political subdivision of the state to establish a local emergency management program in accordance with the State Emergency Management Plan and Program, and to prepare a local emergency operating plan, which includes actions essential to the recovery and restoration of the economy by supply and re-supply of resources to meet urgent survival and military needs and to provide for the ongoing management of resources available to meet continuing survival and recovery needs; and
    WHEREAS, the United States Office of Homeland Security has implemented the National Incident Management Systems (NIMS) and the Incident Command System (ICS) and has mandated implementation at the local and national level for uniform management of emergencies and disasters at all levels; and
    WHEREAS, the Niobrara County Emergency Management Agency, a division of the Niobrara County Sheriff’s Office, has revised and updated the existing 2003 plan; now the “2018 Niobrara County Emergency Operation Plan”; and
    WHEREAS, the Board of Commissioners of Niobrara County, Wyoming, recognize the importance of the community to have emergency operation plans in place and available in case of time of emergency and has reviewed the proposed emergency operating plan.
    NOW, THEREFORE, BE IT HEREBY RESOLVED:  The Board of Commissioners of Niobrara County, Wyoming hereby adopts as the Niobrara County Emergency Operating Plan, the “2018 Niobrara County Emergency Operation Plan.”
THIS RESOLUTION PASSED, APPROVED AND ADOPTED by the Niobrara County Commissioners, this 4th day of December, 2018.
