SPECIAL MEETING MINUTES

September 22, 2023, 4:00 p.m.

The Town of Lusk Council held a special meeting on Friday, September 22, 2023, at 4:00 p.m. for the first reading of Ordinance No 1-1009.

Present: Mayor Doug Lytle, Council Members Dean Nelson, Ron Pfister, Chantry Filener, and Tom Dooper via phone.

Others Present: Clerk/Treasurer Desirae Matthews-LeLeux, Public Works Director Todd Skrukrud, Town Attorney Dennis Meier.

Mayor Lytle called the meeting to order at 4:00 p.m.

Mr. Meier led everyone in the Pledge of Allegiance.

New Business:

COUNCIL MEMBER FILENER MOVED, SECOND BY COUNCIL MEMBER PFISTER to approve Ordinance No. 1-1009, An Ordinance Authorizing The Issuance And Sale By The Town Of Lusk, Wyoming, Of Its Sewerage Revenue Bond Anticipation Note, Series 2023, Dated _________, 2023, In The Maximum Principal Amount Of $747,000, In Anticipation Of The Issuance By The Town Of Its Sewerage Revenue Bond In The Principal Amount Of $747,000, For The Purpose Of Providing A Portion Of The Costs For Replacing The Town’s Sanitary Sewerage And Storm Sewerage Systems; And Authorizing The Members Of The Governing Body And Employees Of The Town To Take Any And All Actions Necessary To Effectuate The Issuance And Sale Of Said Note And The Consummation Of Said Transactions, on first reading with amending page I-5 changing Basin to Lusk. There was discussion about debt limitation and assessed valuation and getting clarification on what that means for the town. Mayor Lytle called for a voice vote. MAYOR LYTLE AYE; COUNCIL MEMBERS NELSON, AYE; PFISTER, AYE; FILENER, AYE; DOOPER, AYE. MOTION CARRIED

The second reading of Ordinance No. 1-1009 will be held on Wednesday, September 27th, at 5:30 p.m.
