NIOBRARA – Niobrara County Commissioners addressed concerns about solicitors at public events.

Concern surrounding a solicitor seeking people to sign a petition at Saturday’s Christmas Bazaar were expressed during the County Com- missioners’ meeting on Monday. Questions were leveled at Doyle Da- vies, who was sitting in for County Attorney Annie Wasserburger. Da- vies stated that, from a legal perspective, persons have the legal right to solicit at public events. Such actions are only prohibited if a law is broken during the event. They can be asked to solicit outside of the event by those who are hosting.

NIOBRARA – Niobrara County Commissioners addressed concerns about solicitors at public events.

Concern surrounding a solicitor seeking people to sign a petition at Saturday’s Christmas Bazaar were expressed during the County Com- missioners’ meeting on Monday. Questions were leveled at Doyle Da- vies, who was sitting in for County Attorney Annie Wasserburger. Davies stated that, from a legal perspective, persons have the legal right to solicit at public events. Such actions are only prohibited if a law is broken during the event. They can be asked to solicit outside of the event by those who are hosting.

County Assessor Teri Stephens identified the parties in question as advocates for “The People’s Initiative to Limit Property Tax in Wyoming through a Homeowner’s Exemption.” This initiative is circulating through- out Wyoming. Stephens said that if enough signatures are collected, this initiative will appear on the ballot in the general election in 2024.

She went on to say, “If the initiative passes, it will reduce the property tax on your ‘primary residence’ by 50-percent. My purpose as your elect- ed official, Niobrara County Assessor, is to explain what other options for tax relief are being discussed by the legislature and where your tax dollars actually go.”

Three Public Hearings were heard for comments. Two were about

changing zoning to a Special Use Permit Agreement. Rex Atkins of 59 Design Group, attended this hearing via zoom call. Landowners Tom Wasserburger and Cheryl Lund were also in attendance in regard to this matter. Another similar change to zoning involving property north of Lusk was approved by the commissioners.

The use of salt or sand on public side- walks was topic of discussion. One option under consideration is a salt-free product that would be safe to use on the new cement around the public building. Commissioner John Midkiff will look into alternative products that

are salt-free and just as safe to ensure there are no icy sidewalks this winter.

Two Retail Liquor License Liquor Li- censes were approved for Pronghorn Bar and Paleo Park.

A sign contractor agreement with Holmes Ranch Excavation, LLC, to monitor and oversee construction and installation on the courthouse generator and fairgrounds fire panel alarm system projects were approved for signing.

Public Health is awaiting the installation of a new refrigerator for vaccines.

The next County Commissioners meeting will be held on December 19 at 9 a.m.
