Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules, notice is hereby given of the Application of Niobrara Electric Association, Inc. (Niobrara), for a Certificate of Public Convenience and Necessity (CPCN) to site, design, construct operate and maintain a new 69kV transmission line and substation.
1. Niobrara is a public utility subject to the Commission’s jurisdiction. Wyo. Stat. §§ 37-2-112 and 37-1-101(a)(vi)(C).
2. On August 24, 2026, Niobrara filed an Application requesting a CPCN to build a 69 kV transmission line beginning approximately 16 miles north of Lusk, Wyoming, continuing north to its Hat Creek substation, and about 1 mile east toward the new Sage Creek Pump Substation which will be a 69/25kV distribution substation. While the transmission line will be operated at the 69 kV level, it will be constructed to 115 kV specifications. The expected cost of the project is $2.92 million and will be financed by Bridger Pipeline. The Cooperative anticipates construction to begin in September and be in service in December 2026.
