Pursuant to the Wyoming Administrative Procedure Act and the Wyoming Public Service Commission’s (Commission) Rules and Regulations, notice is hereby given of Niobrara Electric Association Inc.’s (NEA or the Cooperative) Application for Commission review and approval of its Wildfire Mitigation Plan (WMP), as more fully described below:
1. NEA is a non-profit cooperative electric utility subject to the Commission's jurisdiction. Wyo. Stat. §§ 37-1-101(a)(vi)(C) and 37-2-112.
2. On August 26, 2026, NEA filed the Application, pursuant to Wyoming Statute § 37-3-401 et seq., requesting Commission review and approval of its WMP. A WMP outlines actions the electric utility will take to minimize the risk of wildfire and respond to wildfire events. WMPs must include areas that may be subject to a heightened wildfire risk, a description of the standards for inspecting infrastructure and performing vegetation management, procedures for deenergizing power lines to mitigate potential wildfires, and procedures to restore service after a wildfire.
3. NEA included in its plan a list of agencies from which comments were solicited and feedback received. No rate review or review of prudently incurred costs have been requested in this docket.
4. This is not a complete description of NEA’s Application. You may review the WMP at the Commission or online at: https://psc.wyo.gov/public-resources/wildfire-mitigation (enter Record No. 18230).
5. Anyone desiring to file a statement, intervention petition, protest or request for a public hearing in this matter must do so, in writing, on or before October 1, 2026. Petitions shall set forth the grounds of the proposed intervention or request for hearing as well as the position and the interest of the petitioner in this proceeding. The Commission encourages the public’s participation and comments will be received throughout the entirety of this proceeding. The opportunity to present verbal comments will be available to anyone appearing, either in person or remotely, during future public proceedings related to this matter. Submitting written comments to the Commission by the deadline set forth above may allow for resolution of issues and/or concerns identified therein.
