The Niobrara Board of County Commissioners met in regular session on Tuesday, July 15, 2025, at 9:00 a.m. Those present were Chairman Patrick Wade, Vice-Chair Elaine Griffith, Commissioner Jeb Hanson, and County Clerk Becky L. Freeman.
Chairman Wade led in the Pledge of Allegiance.
FY 2025 Budget Amendments Public Hearing- Chairman Wade opened the public hearing at 9:02 a.m. The purpose of the hearing was to received public comments on the proposed amendments to the FY 2025 budget. Clerk Freeman explained the changes. There were no further comments in favor of or in opposition to the proposed amendments. Chairman Wade closed the public hearing at 9:05 a.m.
Resolution 25-06 - Vice-Chair Griffith moved to approve Resolution 25-06 – FY 2025 Budget Amendments. Commissioner Hanson seconded, and the motion carried. A complete copy of the resolution is available on the County’s website: https://www.niobraracounty.org/_departments/_commissioners/Resolutions.
Road and Bridge- Foreman Fred Thomas met with the Commissioners and discussed road and bridge business, gravel, cleaning of auto gates, and other road matters.
Lisa Shaw and Heidi Sturman, with the Niobrara Conservation District, met with the Commissioners to discuss the joint County and Conservation District Natural Resource Management Plan, which is updated every five years.
Chair Griffith noted that Jonathan Godsell would not be able to attend today’s meeting to discuss the courthouse door replacement project.
Old Business- The was nothing new to report on the old jail or the Community Juvenile Services Board.
Victim Services Contract- Commissioner Hanson moved to sign the Victim Services Contract between the WY Office of the Attorney General, Division of Victim Services and Niobrara County with an effective date of July 1, 2025, through June 30, 2026, in an amount not to exceed $38,000.00. Vice-Chair Griffith seconded, and the motion carried.
Resolution 25-07- Vice-Chair Griffith moved to approve Resolution 25-07, Income Resolution necessary to Finance the FY 2025-2026 Budget. Commissioner Hanson seconded, and the motion carried. Resolution 25-08- Vice-Chair Griffith moved to approve Resolution 25-08, Appropriations Resolution for the FY 2025-2026 Budget. Commissioner Hanson seconded, and the motion carried. Communications Agreement- Vice-Chair Griffith moved to sign the Communication/911/Dispatch Services “Operations” Agreement between the Town of Lusk and Niobrara County with an effective date of July 2025 through June 2026 in a monthly amount of $6,301.50. Commissioner Hanson seconded, and the motion carried.
Vice-Chair Griffith discussed window treatments for the courthouse and sheriff’s office.
Consent Agenda- Commissioner Hanson moved to approve the consent agenda. Vice-Chair Griffith seconded, and the motion carried. Items on the consent agenda were the minutes of the July 1, 2025, meeting, a tax roll supplement on Sonterra Energy LLC. for $13,170.94, and receipts for June from the County Clerk for $5,076.15.
There being no further business, the meeting adjourned at 10:23 a.m.
